Scott Winship is the executive director of the Joint Economic Committee of the US Congress. There he directs the Social Capital Project for JEC Chairman Mike Lee, a research initiative begun by Senator Lee in 2017 as the vice chairman of the committee and run by Scott since that time. Prior to joining the JEC, Scott conducted research on living standards, poverty, inequality, unemployment, and economic mobility at the Manhattan Institute, where he was the Walter B. Wriston Fellow, and at the Brookings Institution, where he was a fellow. Earlier in his career he was the research manager of the Pew Economic Mobility Project and a senior policy advisor at Third Way. A native of rural Maine, Scott received a Ph.D. in social policy from Harvard University, where he was a National Science Foundation Graduate Research Fellow and a Fellow in the Multidisciplinary Program on Inequality and Social Policy.
